INOVAS stands with the courageous victims and survivors of Nepal’s civil war, who have spent years demanding truth, justice, and accountability.

Yet, their voices continue to be sidelined by state-led processes like the Truth and Reconciliation Commission (TRC) and the Commission of Investigation on Enforced Disappeared Persons (CIEDP). Marred by political interference, these mechanisms cannot deliver genuine justice.

We call on:

  • The Government of Nepal to reorient transitional justice mechanisms towards meaningful engagement with victims
  • The international community to reject politicized processes and support transparent, inclusive, and victim-led truth-seeking mechanisms
  • All actors to follow the victim-led INOVAS guidelines for victim participation  

Politicized justice processes have failed Nepal’s survivors — it’s time for truth-seeking that centres their voices and restores their dignity.
